What is the pensioner residence permit?

Law No. 79/2021 “On Foreigners”, as amended, includes a residence permit for foreigners who receive a pension from their home country and wish to live in Albania. The application is filed online through the e-Albania portal and decided by the Border and Migration Directorate.

The first permit is issued for up to 1 year and is renewable as long as you continue to meet the conditions.

Who qualifies?

In general, you need to:

  • receive an old-age or other pension from your home country or from a foreign pension fund;
  • transfer your pension to a bank account in Albania;
  • have accommodation in Albania: a rental contract or a property you own;
  • hold health insurance valid in Albania for at least 1 year;
  • have a clean criminal record from your home country.

The pensioner permit does not allow employment or business activity in Albania.

Why retirees choose Albania

  • Over 300 days of sunshine a year on much of the coast, with mild winters.
  • A cost of living well below most of Western Europe and North America.
  • Coastal towns such as Vlorë, Sarandë and Durrës, and a lively capital in Tirana.
  • Direct flights to most European capitals.
  • Favourable tax treatment of retirement income.

With an office in Vlorë, we help many retirees who settle on the Albanian Riviera, from the permit to the rental contract or property purchase. Buying a home? See also: residence permit through property ownership.

Documents you will need

The documents depend on your nationality and your pension. In general they relate to your identity, your pension income, your accommodation and your health insurance. Most foreign documents also need an apostille or legalisation and a notarised translation into Albanian.

For US citizens, the criminal record check is simple: an affidavit issued at the US Embassy in Tirana is accepted for the Albanian permit. You can book the embassy appointment online, or we can book it on your behalf. The embassy fee is USD 50.

Every case is different, so in a preliminary consultation we review your situation and give you a precise document list, so your application is complete the first time.

How the process works

  1. Case assessment. We review your pension and your plans and confirm that this is the right permit for you.
  2. Bank account and accommodation. We help you open an Albanian bank account and prepare or review your rental contract.
  3. Document preparation. We collect, translate and check every document.
  4. Online application. We file the application on e-Albania and pay the state fee.
  5. Review and original documents. The Border and Migration Directorate reviews the file. If the authorities ask for originals, these are sent by post.
  6. Decision and residence card. After approval, you register your address and collect your biometric residence card.

Timeline: a decision usually takes 4–6 weeks. A complete and accurate file is the best way to avoid delays.

Moving with your spouse

Your spouse can join you through a residence permit for family reunification. If your spouse also receives a pension, they may apply as a pensioner in their own right. We advise you on the best option for both of you.

My family and I hired JBC and associates to assist with obtaining our Residency in Albania. Jene contacted me the same day that I sent an inquiry from their website. She made the process easy and stress free. She helped with getting our health insurance, translating documents and even making appointments at the US Embassy. I recommend her services to anyone wanting to have efficient and professional help.

I required an Albanian Residence Permit and, after some online research, identified JBC & Associates. I explained my circumstances over the phone and then visited their offices, conveniently located near the Air Albania Stadium in Tirana, to complete the necessary documentation. Within three hours of making first contact, my application had been submitted to the Immigration Department and has since resulted in the successful issuance of my Residence Permit. Full marks to Jene and her colleagues for their fast, efficient, and courteous service

Been trying to apply for a residence permit through other agents and got few rejects, before I was recommended and guided to this agency. They worked perfectly and very efficiently - gave me a full overview on the current status of my documents, application, provided a clear strategy on what shall we do and eventually secured my visa! The costs are also very reasonable and I'd rather came to them immediately - would actually save me more money :D. Well done, thank you!

Costs

State fees depend on the type and length of the permit, and on reciprocity with your country of citizenship.

Our service covers the case assessment, help with the bank account and rental contract, the document check, the online application, follow-up with all institutions and regular updates. A second applicant from the same family receives a 10% discount. State fees, notary costs and notarised translations are paid separately.

Renewal and common mistakes

The permit is renewed online through e-Albania before it expires. You must still meet the income, accommodation and insurance conditions at the time of renewal.

Mistakes we see most often:

  • Pension statements that do not clearly show the amount and the regular payment.
  • Not transferring the pension to an Albanian bank account.
  • Health insurance that does not cover Albania or expires too soon.
  • Missing apostilles or non-notarised translations of foreign documents.
  • Starting the renewal too late and losing legal status in the meantime.
  • Staying in Albania beyond the visa-free period before applying.
