What is the property-based residence permit?

Albanian law (Law No. 79/2021 “On Foreigners”, as amended) allows foreigners who own real estate in Albania to apply for a residence permit on that basis. The application is filed online through the e-Albania portal and decided by the Border and Migration Directorate.

The first permit is issued for up to 1 year and can be renewed for as long as you keep the property and continue to meet the conditions.

Who qualifies?

In general, you need to:

  • own, or co-own (at least a ½ share), residential property in Albania that is registered in your name with the State Cadastre Agency;
  • keep that ownership for the whole validity of the permit;
  • have sufficient financial means to support yourself in Albania;
  • hold health insurance valid in Albania.

This permit is for living in Albania. It does not give you the right to work here. If you plan to work or run a business, we will advise you on the Unique Permit instead. See: Unique Permit in Albania.

Buying property in Albania? Check the title first

A residence permit is only as strong as the property behind it. Many problems we see come from properties that were bought without proper checks. Before you sign, our lawyers verify:

  • the ownership certificate and the full history of the property at the State Cadastre;
  • mortgages, seizures, court disputes or other encumbrances;
  • the building and occupancy permits, and whether the property is legalised;
  • the preliminary contract, the payment schedule and the final notarial deed.

With offices in Vlorë and Tirana, we work every day on coastal properties in Vlorë, Durrës and the Albanian Riviera, as well as apartments in Tirana and across Albania.

Documents you will need

The documents depend on your nationality and your situation. In general they relate to your identity, the ownership of the property, your financial means and your health insurance.

Every case is different, so in a preliminary consultation we review your situation and give you a precise document list, so your application is complete the first time.

How the process works

  1. Case assessment. We review your property and your situation and confirm that this is the right permit for you.
  2. Property and document check. We verify the property title and prepare, translate and review every document.
  3. Online application. We file the application on e-Albania and pay the state fee, where applicable.
  4. Review by the authorities. The Border and Migration Directorate reviews the file. If anything is missing, you are notified and given time to complete it.
  5. Original documents. If the authorities ask for them, the signed form, photos and documents are sent by post.
  6. Decision and residence card. After approval, you register your address, then apply for and collect your biometric residence card.

Timeline: a decision usually takes 4–6 weeks. A complete and accurate file is the best way to avoid delays.

Your family

Your spouse and children can join you through a residence permit for family reunification once you hold a valid permit. A spouse who co-owns the property can also apply in their own name on the basis of the same property.

My family and I hired JBC and associates to assist with obtaining our Residency in Albania. Jene contacted me the same day that I sent an inquiry from their website. She made the process easy and stress free. She helped with getting our health insurance, translating documents and even making appointments at the US Embassy. I recommend her services to anyone wanting to have efficient and professional help.

I required an Albanian Residence Permit and, after some online research, identified JBC & Associates. I explained my circumstances over the phone and then visited their offices, conveniently located near the Air Albania Stadium in Tirana, to complete the necessary documentation. Within three hours of making first contact, my application had been submitted to the Immigration Department and has since resulted in the successful issuance of my Residence Permit. Full marks to Jene and her colleagues for their fast, efficient, and courteous service

Been trying to apply for a residence permit through other agents and got few rejects, before I was recommended and guided to this agency. They worked perfectly and very efficiently - gave me a full overview on the current status of my documents, application, provided a clear strategy on what shall we do and eventually secured my visa! The costs are also very reasonable and I'd rather came to them immediately - would actually save me more money :D. Well done, thank you!

Costs

State fees depend on the type and length of the permit, and on reciprocity with your country of citizenship. For a property-based permit, state costs are around 12,000 ALL.

Our service covers the case assessment, the document check, the online application, follow-up with all institutions and regular updates. A property title check can be added before you buy. A second applicant from the same family receives a 10% discount. State fees, notary costs and notarised translations are paid separately.

Renewal and common mistakes

The permit is renewed online through e-Albania before it expires. You must still own the property and meet the other conditions at the time of renewal.

Mistakes we see most often:

  • Buying a property with an unclear title, or one that is not yet registered in the buyer’s name.
  • Selling the property, or transferring it, without considering the effect on the permit.
  • Assuming this permit allows you to work in Albania.
  • Starting the renewal too late and losing legal status in the meantime.
  • Staying in Albania beyond the visa-free period before applying.
